Developers building on English Partnerships’ land or using English Partnerships’ money have to meet standards way in excess of those currently required under building regulations. For nearly two years, for example, EP has insisted on all new homes meeting level 3 of the Code for Sustainable Homes, and they will insist on Level 6 – or zero carbon – by 2013, well in advance of the private sector.
